   Bleach the brows with a light golden brow tint and brush them upward with a strong-hold gel for a wild, textured, low-key finish that puts the focus on the eyes.

   Using a highly saturated Klein-blue liquid liner, draw a smooth, elongated cat-eye wing along the lash line from inner to outer corner.
